Important Water Payment Scam Alert

Covina Water Utility customers have become potential fraud victims in a water payment scam operation.  Unknown subjects have made calls to some Covina Water Utility customers stating that the customer has a high water usage on their account creating a so called violation.  The subject who identifies themselves as an employee, indicates that they will come to the resident's home to collect a $500 fine for water violations.

The City of Covina has a process in place to provide warnings, before a graduated citation process is initiated.  Fines begin at $50 dollars per violation, with a maximum fine of $250 dollars per violation for repeat violators. If a customer receives a citation, the citation amount is added to your water bill.  No water utility employee will ever arrive at your door and ask for direct payment of a fine.

The Covina Public Works Department

The Covina Public Works Department maintains two locations: 

Our Public Works Yard is located at 534 north Barranca Avenue in Covina, just north of San Bernardino Road and offices are open from 6:00 AM to 6:00 PM Monday through Thursday, excluding holidays. 

The Public Works Yard contains the department's administrative offices and field services which include: water utility, streets and sewer division, building maintenance, and central equipment.  The Public Works Yard can be reached at (626) 384-5220 during regular business hours.  The Public Works Department maintains field operations 24 hours a day and 7 days a week for emergencies, please contact the Covina Police Department business line at (626) 331-3391 if an emergency situation has occured that requires immediate repsonse.

Covina City Hall at 125 E. College Street contains the following Public Works Department offices:  Building and Safety Division, Code Enforcement Section, Engineering Section, Environmental Services Division, and Transportation Section.  Covina City Hall is open Monday through Thursdays from 7:00 AM to 6:00 PM, excluding holidays.

Rental Housing Inspection Program

Second notices (first notices were mailed in June 2013) were mailed in October 2013 to owners of income property in the City of Covina that did not respond to the first notice by registering their rental property or appling for an exemption from the program.  Third notices and citations will commence in January 2014 for property owners that do not comply with the program or receive an exemption.  Administrative Citations with increasing penalty amounts will continue in 30 day increments for properties that do not comply.  Click here for information on approved fees.  For any questions please take a look at our FAQ sheet.

The City of Covina’s Compressed Natural Gas (CNG) fueling station, located at the City’s Corporate Yard, 534 N. Barranca Avenue, Covina, CA 91723 has undergone a significant upgrade during the past four months to modernize the station and allow it to meet the significant increase in demand for CNG fuel.
