The City is governed by five city council members who are elected at large to four-year terms. Elections are held every two years (in odd numbered years) to fill alternately two and three seats. The City Council then elects one member to serve as the Mayor for a one-year term and another as the Mayor Pro Tem.
City Council meetings are held on the first and third Tuesdays of the month at 7:30 PM in the Council Chambers at City Hall, 125 E. College Street, Covina. The Elected City Clerk attends City Council Meetings and participates in ceremonial functions. The City Clerk’s Office is the custodian of the official Seal of the City of Covina and serves as a neutral liaison between residents and government by ensuring transparent processes with professionalism, integrity, and accountability.
City Manager
The City Council hires a City Manager to oversee the day-to-day operations of the City and carry out the policies set by the City Council.
City Attorney
The office of the City Attorney, serves as legal counsel to the City of Covina.
The City Attorney cannot provide legal advice to the public in civil, criminal, or family law matters.

Andrew Aleman - Elected City Clerk

The City Council appoints a full-time, professional City Manager who acts as the Chief Administrative Officer for City operations and municipal services, implementing City Council Policy.
The City Manager also functions as the Executive Director of the Successor Agency to the Covina Redevelopment Agency. The City Manager oversees all departments of the City and advises the City Council on matters affecting the City.

Neil Polzin is the current Elected City Treasurer, with a term expiring in June 2026.
Public Information
The City Manager serves as the Public Information Officer in the City of Covina. However, contract services provide coordination of the following tools available to the public for information and education about the community.
- City of Covina web site – www.covinaca.gov
- Covina Today magazine, mailed to all addresses in the three Covina zip codes and posted on the web site
- Two Government Access cable channels, Spectrum channel 29 (broadcasting Tuesdays and Thursdays only) and Frontier channel 42, serving portions of Covina seven days a week.
- Community meetings events and educational programs.
