Why This Measure Is Being Considered
The City of Covina is facing increasing costs while revenues have remained relatively flat. Without additional funding, service levels may be reduced over time.
Measure CC is intended to provide a locally controlled funding option that allows residents to decide whether to maintain current service levels and address ongoing infrastructure needs.

What Happens if Another Agency Acts First?
- The sales tax rate in Covina could still increase.
- Residents and visitors could still pay the higher rate.
- The added revenue could be controlled by another agency.
- Funds may be distributed by broader formulas rather than Covina priorities.

What is Measure CC?
Measure CC is a proposed locally controlled 0.25% transactions and use (sales) tax for the City of Covina. If approved by voters, it would provide approximately $3 million annually to support local services and infrastructure.
How much would it cost?
A 0.25% sales tax equals 25 cents on a $100 taxable purchase. If approved, the total sales tax rate in Covina would increase from 10.50% to approximately 10.75%.
Why is this measure being proposed now?
The City is experiencing increasing costs for public safety, infrastructure, and general services, while existing revenues have not kept pace.
How would funds be used?
Revenue from Measure CC would be available for general municipal purposes, including maintaining 911 emergency medical, fire, and police services; addressing homelessness; repairing streets; improving parks; and supporting programs.
Who decides whether the measure passes?
Covina voters will decide on Measure CC at the June 2, 2026 election.
The election will be held on June 2, 2026 and administered by Los Angeles County.
