The City of Covina is currently in the feasibility phase of a long-term planning effort for a future pedestrian bridge in the downtown area. The proposed bridge would provide additional access to the anticipated Covina Recreation Village (640-680 N Citrus Avenue) and the Covina Metrolink Commuter Train Station (600 N Citrus Avenue) by crossing the existing rail line at 319 E Front Street. What is the Covina Recreation Village?
Just steps from the Covina Metrolink Station, the Covina Recreation Village is the City’s largest public improvement project currently underway and is expected to open to the public in late 2026. Back in 2020, the property was speculated on by a private developer for proposed transit-oriented housing as part of a larger housing development project. Through a collaborative, public-private partnership, the City and developer (Trumark Homes) identified this 2.49-acre portion of the site as suitable for a public amenity rather than a residential development. Formerly home to a citrus packinghouse facility, it is being adaptively redeveloped into a public park, gymnasium, community plaza, and library center. The Village will feature the City’s first indoor gymnasium, complete with volleyball and basketball courts, as well as the City’s first rock climbing wall. Outdoor amenities include a new dog park, a refreshment kiosk, seating and rest areas, and a network of pathways and playgrounds.

Why a Pedestrian Bridge?
The City is exploring a pedestrian bridge to improve access, safety, and connectivity to the future Covina Recreation Village and Metrolink Train Station.
Improved Access: Current access to the site is limited to two shared entry points at Barranca Avenue and Citrus Avenue, both of which are primarily designed for vehicles (The Citrus Avenue entrance has a pedestrian path).
Support for Downtown Growth: As Downtown Covina continued to grow and attract new investment; a pedestrian bridge would encourage walkability and help reduce congestion.
Better Connectivity for All Users: A bridge at 319 E Front Street would create a more direct, ADA-accessible connection for pedestrians, cyclists, individuals using mobility devices, and families with strollers.
Improved Safety: The bridge would provide a fully separated crossing and reduce the need for park visitors to cross at grade, improving overall safety and convenience.

Acquisition
- In January 2025, the City was awarded an $840,000 RPOSD award and appropriated $260,000 in Safe Clean Water funds to acquire the property located at 319 E Front Street.
Planning & Design
- In September 2025, LA Metro notified the City of an award totaling $150,000 to procure a qualified planning firm to prepare the Covina Town Center Pedestrian Bridge Feasibility Report and concurrent community engagement program. This grant was awarded under LA Metro’s TOC TAP Program.
- In March 2026, the City awarded a contract to Mark Thomas & Company for this work. Mark Thomas & Company will work with SAFE Moves for the Community Engagement program. The period of performance is anticipated to run for approximately five (5) months, with completion expected on or around August 2026.
- In April 2026, the City was awarded a $460,000 grant from LA County RPOSD to further the design of the proposed pedestrian bridge. Following the Metro TOC TAP five-month program, City staff may then begin grant-funded scope under the RPOSD grant to procure a qualified firm to prepare a shovel-ready construction package and other related activities. Construction
- While no funding has been obligated for the project to date, the City is continuing to assess options to fund bridge construction costs. This includes the Land and Water Conservation Fund. As part of the Metro TOC TAP program, the professional firm will also provide a grant forecast for the city to consider.
