City Council
The City is governed by five city council members who are elected at large to four-year terms. Elections are held every two years (in even-numbered years) to fill alternately two and three seats. The City Council then elects one member to serve as the Mayor for a one-year term and another as the Mayor Pro Tem.
City Council meetings are held on the first and third Tuesdays of the month at 7:30 PM in the Council Chambers at City Hall, 125 E. College St. City Council meetings are also broadcast on local cable television on Spectrum channel 29 and Frontier channel 42.

City Council Meeting Agendas and Minutes
The City of Covina conducts regular meetings on the first and third Tuesday of each month in the Council Chamber at 6:30 p.m. for closed session matters followed by the regular open meeting beginning at 7:30 p.m. Special meetings, Joint meetings or additional meetings may be called or scheduled periodically.
Agendas for the City Council/Successor Agency to the Covina Redevelopment Agency/Covina Public Finance Authority/Covina Housing Authority meetings are provided in PDF as a convenience to the public. Printed copies of the agenda are available for public viewing during normal business hours at the City Clerk’s Office, 125 East College, and the Covina Public Library, 234 North Second Avenue. The City Council/Successor Agency to the Covina Redevelopment Agency/Covina Public Finance Authority/Covina Housing Authority agenda may also be viewed on the bulletin board located in front of City Hall.
Council Study Sessions
As items are identified, the Covina City Council may hold Study Sessions as scheduled.
A study session is an informal meeting of the City Council where issues affecting the city may be discussed in greater detail than time allows during a regular City Council meeting. Council does not take action on items discussed during a Study Session, but instead gathers information and explores options. Like a regular meeting, a study session requires 72 hours advance notice, a majority of the City Council must be present, and the meeting must be open to the public.
