Legislative Advocacy Program
The City of Covina has a robust legislative advocacy program directed through the City Manager’s office. The City Council’s policies and adopted principles frame the creation of the legislative platform, which serves as the guide to protect the City’s interests with respect to proposed legislation at both the state and federal levels. The platform is prepared by the City Manager’s office and presented annually to the City Council for review and adoption.
Covina has many resources in the legislative program. The City is a member of the League of California Cities and the Independent Cities Association. These organizations advocate for local control on local matters and advise cities of proposed legislation with impacts on municipalities. In addition to legislative advocacy, they provide valuable training and education for elected and appointed officials. Also, Covina contracts with a legislative advocacy firm based in Sacramento that advises and represents the City on issues that affect Covina at the State Capitol.
