What is a Zoning Code?

The City’s Zoning Code specifies how each individual property can be used to achieve wide-ranging and long-term visions set forth by the General Plan. Zoning is a body of rules and regulations that control what is built on the ground and what uses occupy buildings and sites. These rules apply to key types of land uses: residential, commercial, industrial, and other uses of land in the City. They determine the form and character of the development, such as the size, setbacks, and height of buildings.

Why is the City updating the Zoning Code?

The City’s Zoning Code is decades old and has only been amended to keep up with new State laws. In addition, the code lacks administrative procedures, is poorly organized, and is hard to use. The comprehensive Zoning Code update and modernization provide the opportunity to update the City’s approach to regulations to reflect current uses, development practices, and trends and to create a user-friendly code that will be easy for you to navigate.

What is the process for updating the Zoning Code?

The process involves several key steps: research, public input, drafting, review, and adoption. Each step is designed to ensure that the updated Zoning Code reflects the City of Covina’s needs and priorities. Your input is crucial in this process, and we encourage you to participate.

Meet the team

The City’s Planning Division and the consulting firm Interwest Consulting Group (IW) are leading the effort to the comprehensively update the City’s Zoning Code. 

The City relies on the participation of City staff, Interwest Consulting Group (IW), the Planning Commission, the City Council, and the community to update the Zoning Code. We are committed to a transparent process, ensuring that you are kept informed every step of the way. IW will lead the development of a user-friendly, legally compliant, and effective set of regulations that acknowledges current opportunities and constrains and maintains and celebrates Covina’s character. The City will utilize various resources to guide and obtain feedback on the desired changes.

Public Comments and Questions

The public is invited to review and provide feedback on the draft revisions. Questions and comments, and requests to be added to the notification list can be sent  via email to Nancy Fong, Community Development Consultant, at Nfong@covinaca.gov.
